Union Budget 2023: Agriculture Sector Gets a Boost
07 Mar 2023
The Indian government recently presented the Union Budget 2023. It has many initiatives to promote regenerative agriculture, inclusive growth, and technological development. Here are some key highlights for the agriculture sector:
Increased Agriculture Credit Allocation to Rs. 20 Lakh Crores The government has increased the agriculture credit allocation to 20 lakh crores. This represents an increase of about 11% compared to the previous year’s budget. The focus is on increasing the availability of credit to the agriculture sector. Special emphasis is being given to sectors like animal husbandry, dairy, and fisheries.
Pradhan Mantri Kisan Samman Nidhi allocated Rs. 60,000 Crores The Ministry of Agriculture and Farmers Welfare has a total budget of approximately Rs 1.25 lakh crore. As part of the budget, the government has allocated Rs. 60,000 crores towards the Pradhan Mantri Kisan Samman Nidhi (PM-Kisan) scheme.
Accelerator Agriculture Fund of Rs. 2,200 Crores The Union Budget 2023 announced an Accelerator Agriculture Fund of Rs. 2,200 crores. The goal is to encourage agri-tech startups by young entrepreneurs in rural areas. The fund aims to provide financial and business support for innovative solutions for farmers. These in turn help farmers improve yields, reduce costs, and increase their income. This fund will promote regenerative agriculture. This will create more jobs in the agriculture sector, especially in rural areas.
Sub-scheme under PMMSY Scheme The Pradhan Mantri Matsya SAMPADA Yojana will boost the fisheries sector in India. It intends to improve the infrastructure for fisherfolk, and micro and small enterprises. The targeted investment under this is Rs. 6,000 crores. It will create better market linkages and establish cold storage facilities. It will also provide training and support to fish farmers and entrepreneurs.
It focuses on inland and marine fisheries, aquaculture, and fishery-based value chains. The scheme will increase fish production, creating job opportunities in rural areas.
Improved Access to Better-quality Agri-Inputs The PM-PRANAM scheme promotes the use of alternative fertilizers. It also promotes natural farming practices. It incentivizes states to promote the adoption of organic fertilizers. The balanced use of chemical fertilizers improves soil health and reduces environmental damage.
One crore farmers will receive financial aid to adopt natural farming practices under PM-PRANAM over the next three years. The government will also set up 10,000 bio-input resource centers to provide farmers with access to high-quality bio-inputs. The overarching goal is to promote the use of sustainable agricultural practices through enhanced pesticide and fertilizer manufacturing.
The Atmanirbhar Clean Plant Programme is another scheme proposed under the Union Budget 2023. It aims to provide disease-free planting material for production of high-value horticultural crops. The program will ensure the availability of high-quality planting material for farmers. It will lead to improved yields and better marketability of their produce.
The outlay for PM-PRANAM and the Atmanirbhar Clean Plant Programme is Rs. 2,200 crores. The large allocation reflects the government’s focus on promoting sustainable agriculture practices.
Improved Access to Agri Infrastructure & Storage The Union Budget 2023 has proposed setting up decentralized storage to help farmers with higher profitability. This will address post-harvest losses faced by farmers due to inadequate storage infrastructure. The government aims to build storage infrastructure, eg. silos and cold storage units in rural areas. This will let farmers store produce and sell it at an appropriate time as per price realization.
The focus is agri-infrastructure through efficient supply chains, value-addition opportunities, and farm-to-fork linkages. The budget has allocated Rs. 2,000 crores for the Agri-Infra Fund. It will support infrastructure development at the farm-gate and aggregation points.
An investment of Rs. 2,516 crores has been allocated for digitizing 63,000 Primary Agricultural Credit Societies. The proposed measures will help bridge the gap between farmers and markets. It will allow them better access to storage and infrastructure facilities. This will reduce post-harvest losses. It will also improve farmers’ incomes by ensuring fair prices for their produce.
The Impact of the Union Budget 2023
Increased agri-credit outlay and digitization of agri-credit societies will enable inclusive farmer-centric solutions. The accelerator fund will boost technological transformation in the agriculture sector. It will improve farmers’ access to technologies, which will raise farmer incomes. The PM Matsya SAMPADA Yojana will improve infrastructure for the fisheries sector.
The PM-PRANAM scheme incentivizes states and farmers to promote alternative fertilizers. This includes both organic fertilizers and the balanced use of chemical fertilizers. Access to high-quality plant inputs will promote diversification in the agriculture sector.
Setting up accessible storage will ensure price realization for a farm’s produce. The Clean Plant Program has been highlighted in the Union Budget 2023 as a way to promote public-private partnerships.
The Union Budget 2023 has a crucial impact on the agriculture sector. Especially since it employs a significant part of the population. The budget 2023 addresses challenges eg. climate change, dwindling resources, access to technology, infrastructure, and credit. Its investments in credit, agri-tech and natural farming will boost the agriculture sector.
