India is one of the largest consumers and importers of edible oil in the world, with a domestic demand of approximately 24-25 million tons/ year. Despite being the third-largest producer of oilseeds globally, India still imports nearly 70% of its edible oil requirements. In this article, we will delve into the current issues surrounding the edible oil Industry in India.
- Soft Edible Oils Import Increase- During the first four months of the current marketing season (November 2022 – October 2023), palm oil imports in India reached a new record level due to global market prices for soft edible oils like soybean oil and sunflower oil rising to $350-400/ton higher than palm oil. However, the situation has now changed, and the average prices of palm oil and soft edible oils have fallen by more than $100/ton. As a result, it is expected that the import of soft edible oils will increase. According to the Solvent Extractors Association of India (SEAI), India is expected to import about 140-145 lakh tons of edible oils during the current marketing season.
- Mustard Seeds Prices And Farmer’s Woes- Farmers are complaining about mustard seed low prices which are below the government’s Minimum Support Price (MSP). The government has been urged to take action to stop mustard seeds trading below the MSP by the Solvent Extractors Association of India (SEAI). SEAI has proposed a 20% import duty on palm oil to address the situation.
Mustard farmers in Haryana are facing a drop in prices for their produce due to the lack of procurement by government agencies. They are being forced to sell their mustard at a price lower than the MSP set by the government. This has resulted in losses for farmers who have experienced a good yield this year. Private traders are also not interested in buying the produce, as they predict that the prices may fall further. Farmers are demanding that the government advance procurement operations to help them out.
- Duty-Free Sunflower Oil Imports Discontinued- From the beginning of the new fiscal year (1 April 2023) onwards, India no longer permits duty-free imports of 2 million tons of crude sunflower oil. This move aims to support local oilseed farmers, but it may increase palm oil imports, which were previously taxed. Russia and Ukraine supply sunflower oil to India. The country had also scrapped duty-free imports of crude soy oil earlier this year. This decision may make crude palm oil imports more attractive from April 2023 onwards.
- Impact On Palm Oil Imports- Due to sluggish demand and stock builds, India’s palm oil imports decreased by 30% in February 2022-January 2023 to their lowest level in 8 months. Lower palm oil imports from India, the world’s largest importer of vegetable oils, could impact Malaysian palm oil prices. Currently, Indian refiners prefer to reduce stocks because they have plenty of stocks to fulfil short-term demand. Soybean oil imports decreased by over 3% from January 2022 to 355,840 tons in February 2023, while imports of sunflower oil fell by 66% from record-high levels in January 2023 to 156,628 tons.
Insight
India’s edible oil sector is facing various challenges, including low prices for mustard seeds, discontinuation of duty-free sunflower oil imports, and a shift in imports from palm oil to soft edible oils. The government needs to take prompt action to ensure that farmers receive a fair price for their produce and that the country’s edible oil requirements are met. The focus should be on improving domestic production, reducing import dependence, and supporting the farming community. A balanced approach that considers the interests of all stakeholders is necessary to address the concerns surrounding the edible oil sector in India.
