Energy Sector Of China: An Overview

China’s monumental clean energy boom has coincided with a noteworthy increase in coal-fired power. This indicates that the country’s leadership in clean energy spending is primarily about energy security rather than a commitment to reducing its carbon footprint. China is the world’s largest greenhouse gas emitter, and its ability to achieve global climate goals and emissions targets is critical.

Chinese Energy Sector Progress & Dependence

  • Developments- The Chinese energy sector’s two critical developments are ramping up renewable energy production capacity and decreasing the country’s heavy reliance on fossil fuels, particularly coal-fired power. China is leading the way in the first imperative clean energy spending. Still, the second one- reducing coal use is comparably low on President Xi Jinping’s agenda.
  • Hydropower Reliance- China’s latest push to strengthen energy independence follows a year of extreme energy insecurity. A severe drought in Sichuan Province significantly reduced the country’s hydropower sector, resulting in widespread energy scarcity. Historically, China has relied heavily on hydropower, representing nearly two-thirds of the energy mix in Sichuan. As climate change increases temperature fluctuations, hydropower becomes more variable, posing a significant threat to energy security. This resulted in a substantial increase in China’s already considerable coal spending to make up for the lost hydropower.

Global Spending And China’s Investment

China is both the leader of the clean energy revolution and the world’s largest coal burner. According to BloombergNEF, China was responsible for almost half of the global spending in the renewable energy sector last year, reaching a staggering $546 billion.

  • Global Spending- The European Union was the second-highest spending bloc at $180 billion, and the United States spent $141 billion. According to the WEF 2022 Fostering Effective Energy Transition report, China, the United States and the European Union accounted for more than 80% of global clean energy spending for the year.
  • China’s Investment- At the same time, China approved 106 gigawatts of new coal-fired energy capacity, equivalent to 100 large-fired power plants. This illustrates that not all of China’s energy spending is selective; they are attempting to build any energy capacity as quickly as possible.

China has not only invested heavily in increasing domestic coal production, but it has also imported coal in enormous quantities to build up its stockpile. In the first two months of 2023, China’s coal imports increased by a staggering 71% compared to the previous year, indicating that old habits die hard. Coal has been the cornerstone of China’s economic development for generations, and while the country is making a heroic effort to diversify its portfolio, the beginning of this year indicates that Beijing cannot sever its ties with coal, which are as ideological as they are economic.

Insight

China’s leadership in clean energy spending is vital to the world’s ability to meet global climate goals and emissions targets. Still, China’s heavy reliance on coal-fired power illustrates the country’s energy security priorities. As China attempts to balance its energy mix to meet energy demands, coal will continue to play a significant role in the country’s energy policy.
