Mustard Crisis In Rajasthan And Haryana: Will Farmers Get Any Relief?

India is the leading producer of mustard in the world, with the state of Rajasthan accounting for a significant portion of the country’s production. However, the decrease in production has caused significant losses to farmers, leading to protests in other major states like Haryana. In this article, we will explore the reasons behind the decrease in production, its impact on farmers, and ongoing challenges.

Overview Of Ongoing Challenges In Agriculture Sector

  • Production Slowdown- The Ministry of Agriculture has estimated that mustard production in India will increase from 119 lakh tons in the 2021-22 season to 128 lakh tons in the ongoing 2022-23 season, making it the highest production level in the country’s history. However, the decrease in production in Rajasthan has caused significant losses to farmers. This has had a profound psychological effect on domestic markets, affecting their prices. The prices have fallen below the Minimum Support Price (MSP) in major states such as Rajasthan, Madhya Pradesh, Uttar Pradesh, Haryana, and Gujarat, causing significant losses to farmers.
  • Change In Policy- The National Agricultural Cooperative Marketing Federation of India (NAFED) had been operating on Minimum Support Price in Haryana, which has now been suspended for the past two days. The agency has implemented a rule that only 25% of the estimated total in any state will be purchased at the MSP. As a result of the government’s purchase being discontinued in Haryana, large quantities of mustard are still being received at other markets such as Hisar, Bhiwani, Siwani, Bhiwani, Charkhi Dadri, and Sirsa.
  • Farmer Protests- The farmers in Haryana are protesting because the government has stopped purchasing their mustard crops. The farmers have already registered their produce, but now they are being told they cannot sell it. This is causing them to lose money because they could have sold their crops for a higher price in the open market. The government is being urged to restart the procurement process for a few days so the farmers can sell their crops. 
  • Procurement Disturbances- The Haryana government started procurement on 28 March 2023, before the scheduled time of 1 April 2023, and had given the responsibility of procurement to Haryana State Cooperative Supply and Marketing Federation Limited (HAFED). However, only 3.17 lakh metric tons of mustard have arrived in the mandis so far, and procurement was reduced due to high humidity. The sudden stop in the purchase by the government on 1 May 2023 has led to suspicion of disturbances in procurement.

Will Farmers’ Woes Come To An End? 

BHAKIYU has demanded that the government must resume crop procurement. The same will be discussed with Haryana CM Manohar Lal and the way forward will be decided. As per Kailash Bhagat, Chairman, HAFED, the government will take the decision in the farmers’ interest as the government is with them.

The protest by farmers is indicative of ongoing challenges faced by the agricultural sector in India. While the government has implemented measures such as Minimum Support Price to help farmers, the decrease in mustard production in India and the sudden stop in procurement have caused significant losses to farmers. The government needs to address these issues and provide adequate support to farmers to ensure that they can sustain themselves and contribute to the country’s agricultural growth.
